Strong in the Field, Short on Paper.
A.C.T. Security ran a real security services operation. The people, the coverage, the day to day delivery were not in question. What was in question was the proposal.
Security services RFPs ask for documented policies. Use of force. Post orders. Screening and training. Incident response. Evaluators read those sections and score them against what the solicitation requires. When a required policy is absent, or written too thin to satisfy the requirement, the response loses points there is no way to recover, no matter how well the company performs once the contract is awarded.
