Always on the Shortlist. Rarely the Winner. And No One Could Say Why.
Highstreet IT is a technology and IT services firm that competes for state and local contracts at volume. By the only measure most teams watch, they were doing well. A 77% down select rate is a number plenty of firms would trade for. Evaluators consistently judged Highstreet good enough to advance.
Then the awards kept going the other way. They were the Almost Winner, qualified, experienced, frequently a finalist, and stuck at a 43% win rate that did not match how often they reached the final round. The debriefs never quite explained it. Their technical content was strong. Their compliance was clean. On paper, nothing was broken.
That is the hardest kind of plateau to fix, because there is no obvious failure to point at. When a proposal is competent in every visible way and still loses, the gap is almost never capability. What Highstreet Wrote Read as Capability. What Evaluators Needed Was the Safest, Strongest Choice.
The pattern surfaced quickly. Highstreet’s technical depth was real, and it was the thing getting lost. Their proposals read like a thorough account of what the company could do, when evaluators were scoring for who would be the safest, strongest partner. The refinement work moved that answer from buried to obvious, without touching the technical substance Highstreet’s experts owned.
