Content Refinement: Strengthen Your Team's RFP Proposal Draft

The RFP Success® Company’s Content Refinement is RFP proposal writing help for service-based businesses that can write technically but need each section to read persuasively to the people who score it. Your team writes the draft and owns the technical accuracy.

Our in-house proposal strategists strengthen how that content reads through the evaluator’s lens, so your strongest work is the work evaluators actually see. This is strategic shaping, not editing, ghostwriting, or a full handoff. It uses the D.A.R.E. Method inside the 4×4 Framework™, developed by RFP-expert Lisa Rehurek across 30+ years responding to, developing, and evaluating RFPs.

Content Refinement is a core Win Strategist service starting at $6,500.

The Problem

Your Proposals Read Like a Capabilities List. Evaluators Score the Story.

A hand holding a red pen makes notes and edits on a printed document about a technical approach and management plan. A notebook with evaluation notes and scores is open on the left side.
Most teams that come to The RFP Success® Company for Content Refinement are not bad writers. They are the Capability Dumper. Their drafts are full of real expertise, real past performance, and real technical depth. The problem is that it all reads like a list of what the company does, instead of why any of it matters to the agency reading it.
Evaluators score what is on the page, not what you meant. When a section answers the question but never connects that answer to the agency's risk, their outcome, or their decision, it earns a middle score. Middle scores lose. Your competitor did not necessarily write more. They wrote so the evaluator could see the win.
This is the Almost Winner's quiet trap too. You make the shortlist. You are clearly qualified. Then the award goes the other way, and the debrief never quite explains why. The gap is rarely your capability. It is how your capability comes across to someone reading their thirtieth proposal of the week.
That is the gap Content Refinement closes. We do not take the pen out of your team's hands. We strengthen how your expertise is presented so it scores.

The Service

Strategic Shaping of Your Draft, Section by Section, Through the Evaluator's Lens.

Content Refinement is a core Win Strategist service from The RFP Success® Company. Your team brings a complete or near-complete draft. The in-house team of proposal strategists and persuasive writers sharpen how each key section reads to an evaluator, using the D.A.R.E. Method inside the 4×4 Framework™. The team refines and strengthens how content reads for evaluators. It does not write your proposal from scratch. That stays with your SMEs, where it belongs.

An open report with charts, graphs, and handwritten notes sits on a desk beside a tablet displaying a document, a closed book, a pen, and a coffee mug.

The Methodology

How Does Content Refinement Make a Section Score Higher?

We apply the D.A.R.E. Method to the draft you bring us. Lisa Rehurek developed D.A.R.E. across 30+ years responding to, developing, and evaluating RFPs, and our team uses it on every Content Refinement engagement. D.A.R.E. addresses both the explicit items on the evaluator's scorecard that must be answered and the silent items the RFP never spells out. Here is what we shape for.

Two final quality checks

Every content refinement engagement also checks:

1. Compliance checks: We verify the draft meets the RFP’s mandatory requirements and response format rules. A single compliance miss can disqualify an otherwise strong response.

2. Final editorial review: Before your team moves to assembly, we run a final editorial pass so the refined sections read cleanly and consistently.

FROM LISA

Most SLED proposals don't lose because they're wrong. They lose because evaluators can't see how you'll help them win.

Client Results

One Refined Proposal. Several Other Deals Secured From It.

BRiNET had two decades of performance behind them when their contract went back out to bid. The technical depth was there. What the draft was not doing was making that depth obvious to an evaluator weighing a fresh competitor’s pitch. The RFP Success ® Company team applied D.A.R.E. across the key sections, sharpening how their track record and differentiation read on the page. That refined content kept delivering: BRiNET reused it to secure several other deals, and business executives praised its content, formatting, and thoroughness.

It is the same pattern behind Modern Learners, an education client whose drafts read as competent but not compelling. After the team strengthened how their content connected to what evaluators score, they won at a 50 percent rate across eight RFPs and grew revenue from $500K to $1M.

FREQUENTLY ASKED · evaluator-aware ANSWERS

COMMON QUESTIONS ABOUT Content Refinement

Real questions from SLED service businesses considering Content Refinement. Answered by Lisa Rehurek.

01

Who owns the proposal during Content Refinement?

Your team does. Content Refinement is a single-project Win Strategist service, not done-for-you writing. Your subject matter experts write the draft and retain ownership of technical accuracy. Our in-house team strengthens how that expertise reads to evaluators, aligns it to the criteria, and runs compliance and editorial review before submission.

02

What exactly does Content Refinement do to my proposal?

We strengthen how your key sections read through the evaluator's lens, using the D.A.R.E. Method. We sharpen distinction, make sure each answer lands for impact, improve readability, and tie your evidence to what evaluators score. We also run compliance checks and a final editorial review. We do not rewrite your proposal from scratch or change your technical content.

03

Who owns the technical accuracy of the content?

Your subject matter experts do, always. The RFP Success® Company never claims your technical expertise. Your SMEs bring the substance; our team strengthens how that substance is presented so evaluators can see its value.

04

How is this different from editing or proofreading?

Editing fixes grammar and style. Content Refinement is strategic. We look at whether each section positions you as the lowest-risk, highest-value choice and whether it answers what the RFP asked at the depth an evaluator needs to score it. Lisa Rehurek built the D.A.R.E. Method across 30+ years responding to, developing, and evaluating RFPs for exactly this kind of work.

05

What is included in a Content Refinement engagement?

A kickoff strategy call to determine win themes and differentiators, a customized response template aligned with the RFP, strategic shaping of your key sections, positioning and differentiation woven into your existing language, compliance checks against the RFP's mandatory requirements, and a final editorial review before you assemble. What is not included: project management, SME interviewing, full document writing, and submittal ownership. Your team keeps the pen.

06

How much does Content Refinement cost?

Content Refinement runs $6,500 to $12,000, scope based. The exact figure depends on the length and complexity of the proposal and how many sections are refined. The RFP Success® Company does not bill hourly and does not discount. You will know the investment before work begins.

07

Do you support every type of government proposal?

The RFP Success® Company focuses exclusively on State, Local, and Education (SLED) procurement. That is the market where the methodology, proof, and client work are built. If the opportunity sits outside SLED, this service is not the right fit.

08

What results can we realistically expect?

We do not guarantee wins. Award decisions include pricing, incumbent advantage, and factors outside any firm's control. What we do is make sure your strongest work is the work evaluators actually see. Across our client portfolio the win rate is 76%+, well above the roughly 25% industry average, and teams that apply our refinements typically see meaningful gains rather than overnight reversals.

Is This Right for You?

Content Refinement Isn't for Every Team.

This is right for you if:

✓ You have an active RFP and want your proposal to better persuade evaluators.

✓ Your team can explain what you do but needs help communicating why you're the best choice.

✓ You want stronger positioning and differentiation woven into your existing draft.

✓ You want a senior Win Strategist to refine your content while preserving your voice.

This isn't the right fit if:

✗ You want someone to write the entire proposal for you.

✗ You need help creating technical content from scratch.

✗ You're pursuing work outside state, local, or education procurement.

✗ You only want proofreading or copy editing.

If Content Refinement is not the fit, The RFP Success® Company has other Win Strategist services that might be. The Internal Champion building the case for outside help often starts with an RFP Success® Mastery Audit on past proposals. If you need to pressure-test one active pursuit before submission, that is a Win Strategy Review. If your team needs to strengthen its overall proposal strategy, content, and process, that is a Play to Win Consult.
