What does Indiana's state procurement landscape look like?
Indiana runs a centralized purchasing system through the Indiana Department of Administration (IDOA), governed by Indiana Code § 5 22, with most competitive solicitations posted on the Indiana Supplier Portal. For service-based businesses, that means one front door, a clear statutory rulebook, and an evaluation process that rewards proposals built to be scored.
Indiana’s Procurement Division sits inside IDOA and administers purchasing for state agencies above the small purchase threshold, which Indiana statute sets at $50,000 for most commodity and service contracts. Above that line, an agency or IDOA chooses the solicitation method that fits the buy: an Invitation for Bids (IFB), a Request for Proposals (RFP), or a Request for Quotations (RFQ).
The distinction matters for how you win. An IFB award goes to the lowest responsive and responsible bidder, so price leads. An RFP award is made on a scored evaluation matrix, so the strongest proposal can beat the cheapest one. If your work is differentiated and your team competes on quality, the RFP track is where strategy pays. That is the track this guide is built for.
Three dynamics shape Indiana pursuits:
- One centralized portal. Statewide solicitations route through the Indiana Supplier Portal, so registration and notifications are consolidated. Local entities and INDOT run their own processes alongside it.

The Indiana Procurement System
How does the Indiana procurement system actually work?
Indiana centralizes most state purchasing through IDOA under Indiana Code § 5 22. You register once in the Indiana Supplier Portal, watch for solicitations, and respond to scored RFPs through a defined evaluation and award process that can include a Best and Final Offer round.
Indiana Supplier Portal (Bidder Profile)
Registration in the Supplier Portal is the prerequisite for receiving solicitation notifications and submitting a bid. The primary contact email on the bidder profile becomes your portal login. IDOA recommends starting registration at least 10 business days before a proposal is due.

Where vendors lose points: leaving registration to the last week, then scrambling on profile and tax ID confirmation instead of on the proposal.
Indiana Code § 5 22 (Public Purchasing)
This statute governs how state agencies buy above the small purchase threshold and which solicitation method applies. RFP awards are made on a scored evaluation matrix, with evaluation criteria disclosed in the solicitation itself.
Where vendors lose points: treating the RFP like a capabilities brochure instead of answering the disclosed scoring categories point by point.
Solicitation methods (IFB / RFP / RFQ)
IDOA or the agency selects the method based on contract value and commodity type. IFB is lowest price driven. RFP is scored on quality plus cost. RFQ is used for simpler or smaller buys.
Where vendors lose points: competing on price in an RFP when the matrix rewards Management Assessment and Quality.
Best and Final Offer (BAFO)
The state may give shortlisted respondents one last chance to submit their best and final offer. If a BAFO round changes the MAQ or Cost sections, those scores are recomputed.
Where vendors lose points: spending their whole strategy on the first submission and having nothing deliberate left for the BAFO move.

Which Indiana agencies and entities issue RFPs?
Indiana SLED demand spans state agencies that buy through IDOA, transportation procurement through INDOT, higher education and K 12 districts, and county and city governments that run their own purchasing.
State agencies (via IDOA):
The Indiana Department of Administration coordinates statewide procurement for executive branch agencies. Examples of high volume buyers include the Indiana Office of Technology, the Bureau of Motor Vehicles, and health and family services agencies. Transportation (INDOT)
The Indiana Department of Transportation runs its own Request for Proposals process for transportation work.
Higher Education
Indiana’s public universities and their systems procure independently of IDOA.
K 12 and Local Government

Supplier diversity scoring (MBE / WBE / IVOSB).
IDOA’s Division of Supplier Diversity certifies Minority Business Enterprises, Women’s Business Enterprises, and Indiana Veteran Owned Small Businesses. State RFP scoring includes points for MBE and WBE participation, with subcontracting incentives built into the matrix.

Certification timing.
Certification must be active by the proposal deadline, and the subcontractor must already appear in the IDOA Directory of Certified Firms. A dually certified firm chooses one status per project (MBE, WBE, or IVOSB).

Commercially useful function.
A diversity subcontractor must perform a commercially useful function. Pass through arrangements that exist only to claim points do not hold up.

Sealed and on time submission.
IDOA will not accept unsealed bids, and any proposal received after the due date and time is not considered.
