Introduction

How Big Is Florida's Government Procurement Market?

Florida runs one of the largest SLED procurement markets in the country, spanning state agencies, 67 counties, hundreds of municipalities, nearly 70 school districts, and a 12 institution State University System. The volume is real, and so is the competition.

Florida buys at scale. The Agency for Health Care Administration moves the largest share through Medicaid, the Florida Department of Education funds K 12 and postsecondary programs, and the Florida Department of Transportation contracts road, bridge, and professional services across seven districts plus the Turnpike Enterprise. Below the state level, 67 counties and dozens of large municipalities run their own procurement. That breadth is the opportunity. It is also why a Florida state contract proposal that reads like a generic capabilities deck gets lost in the stack.

Three dynamics that shape a Florida pursuit:

  • Scale creates both opportunity and noise. Florida posts a high volume of solicitations, so a proposal that does not speak directly to the published criteria disappears fast.
  • Method matters. Florida uses three distinct procurement methods, and how a proposal should be written changes depending on whether the agency issued an ITB, an RFP, or an ITN.
  • Cybersecurity is a documented gate on IT work. Florida has its own state cybersecurity standard, and IT solicitations expect you to evidence it, not assume your existing attestations carry over.

The System

How Does Florida's State Procurement System Work?

Florida centralizes vendor registration and payment through MyFloridaMarketPlace (MFMP) and posts open solicitations on the Vendor Bid System (VBS). Competitive procurement is required above the Category Two threshold, currently $35,000, under Chapter 287, Florida Statutes, using one of three methods: ITB, RFP, or ITN.

Use the official MyFloridaMarketPlace resources for vendors for current registration and account guidance.

MyFloridaMarketPlace (MFMP)

MFMP is Florida’s centralized eProcurement system. Any company that wants to do business with the state registers here, agrees to a transaction fee on state payments (typically 1%), and can opt in to notifications for solicitations that match its commodity codes. Registration is the price of entry, not a competitive advantage. The common failure pattern is a vendor who registers cleanly, then submits a proposal that never connects its capabilities to the agency’s stated scoring criteria.

Vendor Bid System (VBS)

VBS is where Florida agencies post open solicitations, including Invitations to Bid, Requests for Proposals, and Invitations to Negotiate. Reading the full solicitation and every attachment is where a disciplined pursuit starts. The mistake we see most is teams that skim the requirements and miss the published evaluation criteria, which is the document that actually decides the award.

The Three Procurement Methods

Florida uses three methods, and each one rewards a different approach:

Awards on the lowest responsive, responsible bid. Price driven.

Request for Proposals (RFP)

Awards on the most advantageous proposal, weighing technical merit and price together.

Invitation to Negotiate (ITN)

Selects one or more vendors to enter negotiations when the agency determines that negotiation is needed to reach best value.

Invitation to Bid (ITB)

The ITN is the one most teams underestimate. It is built for strategic positioning, and how you frame your written reply shapes whether you get to the negotiation table at all.

State Term Contracts

DMS establishes State Term Contracts, pre negotiated agreements for commonly purchased goods and services. When a State Term Contract already covers what an agency needs, the agency buys through it. For a vendor, a State Term Contract can be a strategic foothold for repeat business, which is worth weighing when you decide where to invest pursuit effort.

Which Florida Agencies Run the Most RFPs?

Evaluation patterns and contracting styles differ by agency. Knowing who buys what helps you decide where a pursuit is worth your team’s time. These are the high volume procuring entities at the state level.

Agency for Health Care Administration (AHCA)

Florida’s Medicaid authority and a major buyer of healthcare related services.

Florida Department of Education (FLDOE)

Funds and contracts across K 12 and postsecondary programs.

Florida Department of Management Services (DMS)

Runs State Purchasing and establishes State Term Contracts used across agencies.

Florida Department of Transportation (FDOT)

Decentralized across a Central Office, seven districts, the Rail Enterprise, and the Turnpike Enterprise, each acquiring construction, maintenance, and professional services.

Local and education subsection:
67 Counties and municipalities: Run independent procurement, from small rural counties to large metro governments.
School districts: Across nearly 70 districts post their own solicitations.
State University System: Institutions and the Florida College System contract independently for goods and services.

Florida Cybersecurity Standards (Rule 60GG 2)

For IT commodities and services, Florida agencies write cybersecurity requirements into solicitations that meet or exceed the Florida Cybersecurity Standards, codified in Rule 60GG 2 of the Florida Administrative Code and grounded in Statute 282.318. The standard is modeled on the NIST Cybersecurity Framework. In practice, IT solicitations may ask for vendor side attestation, penetration testing results, or a SOC 2 Type II report. The common failure pattern is a vendor who holds the right attestations but never maps them to the agency’s stated requirement inside the proposal, so an evaluator cannot score what the vendor cannot see.

Compliance and Cybersecurity

What Compliance Requirements Are Specific to Florida RFPs?

Florida layers state specific requirements on top of standard procurement compliance, most notably its own cybersecurity standard for IT work and its Office of Supplier Diversity certification program for minority, woman, and veteran owned businesses.

Reading the Published Evaluation Criteria

Every Florida RFP and ITN publishes the criteria evaluators use to score. Compliance with format, page limits, required forms, and affidavits is the floor. The win comes from building each section to answer the published criteria directly, which is where a Content Refinement engagement tends to produce the largest shift.

Office of Supplier Diversity (OSD) Certification

Florida’s Office of Supplier Diversity, housed within DMS, certifies Florida Certified Business Enterprises that are minority owned (MBE), woman owned (WBE), or veteran owned (VBE) under Chapter 287. Certification can support participation and, on some solicitations, scoring. Certification alone does not win the technical points. The strongest pursuits treat certification as one input and still earn the merit score on its own terms.

How Do Florida Evaluators Score Proposals?

Florida RFPs and ITNs are scored against published, weighted criteria, typically covering technical capability, staff experience, past performance, and price. The proposal that addresses those criteria most directly and credibly scores highest, not the one with the most pages.

DO I NEED TO BE A FLORIDA BASED COMPANY TO WIN FLORIDA STATE CONTRACTS?

No. Florida does not restrict bids to in state companies. You register through MyFloridaMarketPlace like any other vendor, and you compete on the published evaluation criteria. Out of state vendors win Florida contracts by addressing the scoring lines directly and proving low risk, the same way an in state vendor has to.
