What Does Arizona's Government Procurement Market Look Like?
Arizona is a centralized then distributed SLED market. The State Procurement Office sets statewide policy and runs the Arizona Procurement Portal, while individual agencies, all 15 counties, hundreds of cities and towns, more than 200 school districts, and the state’s public universities each run their own pursuits. One state, many front doors.
The State Procurement Office, inside the Arizona Department of Administration, governs state agency purchasing under the Arizona Procurement Code. Most state solicitations flow through one system, the Arizona Procurement Portal, which makes the front door easy to find. The hard part is everything after registration.
Three dynamics shape how service-based businesses should approach Arizona:

State agencies post through the Arizona Procurement Portal, but counties, municipalities, school districts, and universities like Arizona State University and the University of Arizona often run separate processes. Pursuing Arizona well means tracking more than one system.

Arizona runs the State Purchasing Cooperative, which lets cities, counties, school districts, and special districts buy from statewide contracts. Winning the right statewide contract can open doors well beyond the original agency.

Price is a factor, not the verdict.
Arizona RFPs (as opposed to sealed bids) are used when evaluation involves more than price. Award goes to the proposal “most advantageous to the state.” That single phrase is the whole game.
The System
How Does the Arizona Procurement System Work?
To do business with the State of Arizona, you register in the Arizona Procurement Portal at app.az.gov, run by the State Procurement Office. Registration is required to receive and respond to state solicitations. Above $100,000, the state uses either a sealed Invitation for Bids, awarded to the lowest responsive and responsible bidder, or a Request for Proposals, awarded to the proposal most advantageous to the state.

The Arizona Procurement Portal (APP)
APP is Arizona’s E procurement system for state agencies and suppliers. You register your business, select the commodity codes that match what you do, and start receiving solicitation notices that fit. Registration has to be complete (both parts) before you can participate.
Where teams lose points: Treating registration as the finish line. Registering gets you the notice. It does nothing for the score. The proposal still has to win on its own.
The Arizona Procurement Code
Arizona’s procurement rules live in the Arizona Procurement Code. It defines when an agency uses an RFP instead of a sealed bid, sets the dollar thresholds, and locks in one rule that decides most protests: proposals are evaluated based solely on the evaluation criteria stated in the solicitation.
Where teams lose points: Answering the RFP you wish you had received instead of the one in front of you. If a criterion is not in the published evaluation factors, it earns you nothing. If it is in there and you skim it, you leave points on the table.
RFP vs. Sealed Bid
When Arizona can define the requirement precisely and price should control, it uses a sealed Invitation for Bids. An RFP is used when the work is harder to specify and factors such as approach, staffing, and past performance matter. Knowing which solicitation you are in tells you what the evaluator is authorized to reward.
Where teams lose points: Writing a price driven response to an RFP that is scoring strategy and capability, or over engineering a proposal for a process that only wants the lowest compliant number.
Cooperative Purchasing and Political Subdivisions
The Arizona State Purchasing Cooperative lets political subdivisions (cities, counties, school districts, special districts) buy off statewide contracts. Universities and many local governments also run their own procurements outside the state portal.
Strategic note: A single statewide cooperative contract can become a repeatable revenue channel across dozens of local buyers. That changes which pursuits are worth your team’s time.

Arizona buying runs across state agencies, the public university system, all 15 counties, hundreds of municipalities, and more than 200 school districts. The State Procurement Office coordinates statewide contracts; most other entities run their own.
Service-based businesses pursuing Arizona SLED work most often see solicitations from:
- State agencies through the Arizona Procurement Portal, the central front door for executive branch purchasing.
- Arizona Department of Administration (ADOA) and the State Procurement Office, which manage statewide policy and the largest cross agency contracts.

Pursuing Arizona seriously usually means tracking several procurement systems at once, not just the state portal. Deciding which ones to track is itself a win strategy.
Arizona Certifications and Set Aside Programs
What Certifications and Preferences Matter for Arizona RFPs?
Arizona’s procurement code is built around full and open competition, and the controlling rule is that proposals are scored only on the published evaluation criteria. Where a solicitation does reward a certification or business status, it will say so in those criteria. The work is reading each solicitation for what it actually credits, not assuming a preference applies.
Unlike California, Arizona does not run a broad statewide small business price preference into every state RFP. What you will find instead are solicitation specific requirements and, in some pursuits, recognition of business certifications. Federal and pass through funded work that flows through Arizona may carry its own small, minority, women owned, or veteran owned considerations.
The discipline is the same one that wins everywhere: read the certification and preference language in the specific solicitation, answer it exactly as asked, and never assume a status helps you unless the published evaluation criteria say it does.
