Why Are Disaster Recovery Government RFPs So Hard to Win on Merit?

Because the agency is not buying a service. It is choosing who it will stand behind when a community is watching. A disaster recovery or emergency services RFP gets scored under a kind of scrutiny most verticals never face, the public, the press, and an auditor will all eventually look at who got picked and how they performed.

SLED disaster buyers, state emergency management agencies, county and municipal governments, school districts, and university systems, run these contracts to solve a specific fear: that the vendor will not be ready, will not have the capacity to scale when an event hits, or will leave the agency exposed when the documentation is reviewed later. Those fears are the scored dimensions. They are also the dimensions qualified vendors routinely under tell, because the team writing the proposal leads with the equipment and the certifications and assumes readiness speaks for itself.

An agency awarding a disaster recovery contract carries the risk of a vendor that fails mid event, documentation that will not survive review, and a multi jurisdiction response that no one coordinated.
