Why Do Qualified Technology Companies Keep Losing Government RFPs?

Technology and IT services companies competing for SLED contracts share a pattern most other verticals do not. The product is genuinely complex. The team knows it cold. And that depth becomes the problem, because the proposal gets written the way engineers talk and scored by a panel that does not speak that language.

Two patterns show up again and again in technology RFPs.

IT rebids are won and lost on continuity. A vendor who has run a system for years holds the strongest hand at the table and routinely under plays it, leading with “we have held this contract since 2009” instead of translating that tenure into proven uptime, institutional knowledge, and a transition risk the agency does not have to take. Evaluators read tenure as status quo unless the proposal does the translation for them. BRiNET, a 20 year incumbent IT services provider, made that translation explicit in its recompete proposal, then reused the refined content to secure several other deals.

Evaluators are not all technologists. A state CIO office may have a technical reviewer in the room, but the score is shared with procurement, program, and finance roles who weight clarity, risk, and value as heavily as architecture. Proposals that read like a spec sheet leave those readers to guess at the business case. Guessing reads as risk, and risk loses points.
