01 / THE SITUATION
A Relationship Worth Defending Went Back Out to Bid.
The client is a service-based business in healthcare products, the kind of company that wins on the strength of its work and the trust it builds with the agencies it serves. That trust had earned the client an account that mattered to the business.
Then the contract came up for rebid. A relationship the client had spent years building was suddenly something it had to win again on paper, in front of evaluators who score what is in front of them. Knowing the customer well does not score points. The proposal has to carry the value of the relationship, in the evaluators' language, in the order they read it.
That is a hard problem for any team. The people who know the account best are usually the people writing the response, and they are too close to it to see where their own proposal undersells what they bring. The client recognized the stakes and decided the recompete was too important to handle alone.
"The relationship was strong. The proposal had to prove it."
02 / The Approach
Content Refinement, Built on the D.A.R.E. Method.

The client’s subject matter experts kept ownership of the technical content. They know healthcare products and they know their customer. The Win Strategist team, led by Lead Win Strategist Kevin Cleary, worked alongside them to refine and sharpen how that expertise read for the people scoring it.
This was deliberately not a takeover. The client’s writers stayed in the driver’s seat on what their work does and why it matters. The engagement focused on presentation: making the value of continuing with the client obvious to an evaluator reading the page cold.
HOW WE DID IT
INSIDE A CONTENT REFINEMENT ENGAGEMENT.
The team applied the D.A.R.E. Method, the writing system inside the 4x4 Framework™ that the in-house team uses on every engagement. Applied to the client's recompete, it asked four questions of the draft.
Four steps. One engagement cycle. Repeatable on every SLED pursuit.
BUILT ON THE D.A.R.E. METHOD
01
Distinction:
Did the proposal make the client the obvious choice to continue with, not just a familiar one?
02
Answer the Questions for Impact:
Did every response speak directly to what the agency asked, in the order asked, at the depth evaluators needed to score?
03
Readability:
Could an evaluator find the client's strongest points fast, without hunting through dense product language?
04
Evidence & Authority:
Did the proposal back the relationship's value with specific, credible proof rather than history alone?
03 / Why It Worked
The Team's Expertise Stayed Theirs. The Presentation Got Sharper.
Recompetes are lost when a strong incumbent leans on history instead of re-proving value on the page. The client avoided that. Its experts owned what they know. The Win Strategist team made sure an evaluator scoring the response, not the relationship, could see exactly why staying with the client was the lowest-risk, highest-value choice.
That is the heart of what Content Refinement does. The same expertise that earned the account in the first place was already on the page. What changed was how clearly an outside reader could see it. The proposal stopped assuming the evaluators knew the history and started proving the value in front of them.
The expertise was never the problem. Seeing it clearly on the page was.
04 / The Transformation
The Client Protected the Account. And Called It One of Its Best Decisions.
The proposal that went out carried the value of the relationship in a way evaluators could score. The client kept the account.
For a recompete, that is the whole game. The contract stayed where the work had earned it, and the team came away with a clearer sense of how to present their expertise the next time a relationship they value goes back out to bid.

FREQUENTLY ASKED · EVALUATOR-AWARE ANSWERS
Common questions about protecting a key account.
Real questions from SLED service businesses considering Content Refinement to improve future proposal performance.
01
What service did the confidential healthcare products client use to protect its contract?
The team applied Content Refinement, one of three core Win Strategist services. The client's writers owned the technical content; The RFP Success® Company strengthened how it read to evaluators. Single project engagement, $6,500 to $12,000.
02
Does The RFP Success® Company rewrite the whole proposal for you?
No. We don't take over your proposals. We strengthen how your expertise is presented. Your subject matter experts keep ownership of the technical content; we refine and sharpen how it reads, check compliance, and complete a final editorial review.
03
Can Content Refinement help a healthcare products company defend an existing account?
Yes. Recompetes for key accounts are a common reason service-based businesses bring in a Win Strategist. When a relationship you have earned goes back out to bid, the proposal has to make the value of staying with you obvious to evaluators who score the page, not the history.
04
Which public-sector contracts are the best fit?
We focus exclusively on State, Local, and Education (SLED) procurement. If your target is a state agency, county, city, school district, public university, or related public entity, our evaluator-focused approach is built for that environment.
05
What is the first step if we want help with a similar recompete?
Start with the 2 minute RFP Assessment. It tells us where you are and which Win Strategist service fits, then routes you to a discovery call with our team.
