The client had the expertise. They were chasing a multi million dollar healthcare consulting contract with the State of California, the kind of pursuit where the work is genuinely winnable and the margin for a weak response is zero.

That is the trap a strong service-based business walks into. The technical knowledge is real. The track record is real. But a California state proposal is long, structured, and scored by evaluators who read dozens of responses against a published rubric. When the substance is buried under required formatting and dense capability language, the strongest bidder on paper does not always read as the strongest bidder on the page.
