01 / THE SITUATION
A High Stakes California Pursuit, and a Proposal That Had to Carry Real Weight.
The client had the expertise. They were chasing a multi million dollar healthcare consulting contract with the State of California, the kind of pursuit where the work is genuinely winnable and the margin for a weak response is zero.
That is the trap a strong service-based business walks into. The technical knowledge is real. The track record is real. But a California state proposal is long, structured, and scored by evaluators who read dozens of responses against a published rubric. When the substance is buried under required formatting and dense capability language, the strongest bidder on paper does not always read as the strongest bidder on the page.
The client's team knew their work cold. What they wanted was to make sure an evaluator, reading their proposal alongside every competitor's, could see it just as clearly.
The expertise was already there. It just wasn't landing the way evaluators needed it to.
02 / The Approach
Their Team Wrote It. Our Team Made It Read the Way Evaluators Score.

The client engaged Content Refinement, one of the three standalone Win Strategist services from The RFP Success® Company. The principle behind it is simple: your team keeps ownership of the technical response, and our in-house team strengthens how the expertise is presented to evaluators. In this engagement, the client’s subject matter experts owned every technical claim. The RFP Success® Company’s Win Strategist team, led by Kevin Cleary, refined and sharpened how that content read for the people scoring it.
HOW WE DID IT
INSIDE A CONTENT REFINEMENT ENGAGEMENT.
The work ran through the D.A.R.E. Method, the tactical writing system inside the 4x4 Framework™. Applied to the client's draft, it asked four questions on every page.
Four steps. One engagement cycle. Repeatable on every SLED pursuit.
BUILT ON THE D.A.R.E. METHOD
01
Distinction:
Did the proposal show why the client was the lowest risk, highest value choice, not just a qualified one?
02
Answer the Questions for Impact:
Did each response directly address what the RFP asked, in the order asked, at the depth evaluators needed to score?
03
Readability:
Could an evaluator reading their 30th response of the week find the client's strongest points fast?
04
Evidence & Authority:
Did every claim carry specific, credible proof instead of general capability language?
03 / Why It Worked
A Multi Million Dollar California Contract, Won on a Single Engagement.
The client won the contract. A multi million dollar healthcare consulting award with the State of California, decided in a competitive field, on a single Content Refinement engagement.
The proposal that went out was the same team’s expertise, presented so an evaluator could score it without digging for the value. The client’s own summary of the experience: “calm, reassuring, organized, impeccable editors, writers and partners in this process.”
We do not guarantee wins, and we do not pretend one engagement rewrites a company overnight. What this engagement did was give a strong bidder a proposal that read as strong as the team behind it. On a pursuit this size, that was the difference that mattered.
When the expertise reads as clearly as it actually is, evaluators stop having to hunt for it.
04 / The Transformation
Same Team. Same Expertise. A Proposal That Finally Read That Way.

Common Questions About Content Refinement
Real questions from SLED service businesses considering Content Refinement to improve future proposal performance.
01
What did The RFP Success® Company actually do for this client?
The client engaged Content Refinement. Our in-house team worked alongside their writers to strengthen how their expertise was presented, aligning the proposal to what California evaluators needed to score. The client's subject matter experts owned the technical content. We refined how it read for evaluators.
02
Does The RFP Success® Company have inside knowledge of California's procurement system?
No. We do not have relationships with contracting officers or insider knowledge of any state's system. Our role is to help clients submit a stronger, more strategic response against the state's public procurement requirements. The client brings the past performance and agency experience; we bring the strategy for presenting it effectively in the proposal.
03
Is this result typical for a Content Refinement engagement?
No single result should be treated as typical or guaranteed. The client won one high-stakes California contract in one engagement. Content Refinement strengthened how the team's evidence and expertise read against the published evaluation criteria, but the evaluator still controlled the award decision.
04
Does Content Refinement mean you write the proposal for us?
No. Your team writes it. We strengthen how your expertise is presented. Your subject matter experts own technical accuracy; our in-house team refines how the content reads for evaluators and how directly it answers the scoring criteria.
